CMMC provider-scope decision guide

Start with what the provider actually does.

There is no safe universal answer based only on whether a provider calls itself an MSP or MSSP. The relevant questions are what service it provides, which assets it uses, whether those assets process, store, or transmit CUI or Security Protection Data, how the service contributes to the assessed environment, and what responsibilities remain with the organization.

The provider label is a starting point for discovery. It is not the scope decision.

Check these five parts of the service

What service is being provided?

Document the service, systems, people, access, locations, integrations, logs, configurations, tickets, monitoring, administration, and escalation paths that support it.

What information does the provider handle?

Determine whether CUI or Security Protection Data is processed, stored, or transmitted on the provider's assets. The answer should come from the actual architecture and operating record, not a contract label alone.

Does the service provide a security function?

Security services can be relevant to the CMMC Assessment Scope even when they do not handle CUI. The applicable Level 2 guidance addresses Security Protection Assets based on the capability they provide.

Who owns each responsibility?

Make customer, provider, and other-service responsibilities explicit. Include configuration, access, monitoring, evidence, incident escalation, exceptions, changes, and reviews. A statement that a provider “handles CMMC” is not a responsibility model.

What must be documented?

Maintain the relevant asset inventory, System Security Plan treatment, network diagram, service description, customer-responsibility information, and supporting records needed to explain the scope and operating model.

What eTrepid's RPO role means

eTrepid's Registered Provider Organization role supports non-certified advisory and preparation work. It does not make eTrepid a C3PAO, authorize eTrepid to conduct Certified CMMC Assessments, or determine a client's CMMC status.

eTrepid's role

Within an agreed scope, eTrepid can help map managed-service responsibilities, organize scope and evidence questions, support implementation and operations, and prepare a practical next-step plan. The organization remains responsible for its facts, scope, provider decisions, representations, risk acceptance, and performance. Authorized assessment entities retain their own determination authority.

Sources and limits

This candidate is based on current DoD Level 2 scoping guidance, DoD FAQ material, and Cyber AB role descriptions in the controlled source pack. It does not decide whether a particular provider must be assessed or certified. That conclusion requires the actual service, data, assets, responsibilities, and applicable program requirements.
